When Elmo or Paul O’Neill tells you to “buckle your seat belt for safety” in a city cab, do you listen?
The Taxi and Limousine Commission wants to know.
It’s conducting an Internet survey to gauge whether people follow the advice of the “Sesame Street” Muppet, the former Yankee right fielder and other celebrities whose taped messages are triggered when the cabby flicks on his meter.
“A lot of people hate it. A lot of people like it,” said TLC Commissioner Matthew Daus. “We want to know if it’s effective.”

“[The program] is one of those things that you’re unable to prove definitively helps,” Daus said.
