WASHINGTON – President Bush yesterday ordered all FBI and CIA counterterrorism agents to move to a single place.
The move preempts efforts by some lawmakers who want to strip counterterrorism duties from the FBI and create a new British-style MI-5 domestic intelligence-gathering service.
The creation of the new agency, set to open on May 1, also raises questions about whether the CIA will have a larger role in domestic intelligence gathering, which federal law bars it from doing.
