Special education in public schools is in a “state of dysfunction,” says a scathing audit to be released today by city Comptroller Bill Thompson.
The audit reviewed the records of 89 mainstreamed special-ed students during the 2004-05 school year. It found sloppy record-keeping and no formal rules for monitoring the delivery of services.
The Department of Education disputed the audit’s claims that 44 percent of the students’ records were unavailable.
