The state’s health-care system is so convoluted that primary-care providers lose money on every patient they serve, according to a study being released today.

A report by the Primary Care Development Corp. showed that voluntary hospitals lose $226 on every primary-care visit, municipal hospitals $132.75, and a federally qualified health center $27.58.

That’s partly because Medicaid pays dramatically different rates for the same service, the study said.
