Gov’s combo $olution

ALBANY — More than a dozen state agencies, including those tasked with helping fight terrorism, would be consolidated under the budget Gov. Paterson will present to the Legislature next week, aides said yesterday.

The consolidations would result in a meager $15 million in savings in a budget expected to top $133 billion. Just six workers would be laid off, aides to the governor said.

Paterson’s plan, which he’ll present Tuesday, would create a new division of homeland security and emergency services made up of the current offices of Homeland Security, Emergency Management, Cyber Security and Critical Infrastructure Coordination, and Fire Prevention and Control, as well as the state 911 Board.

The governor would also merge the Division of Probation and Correctional Alternatives, Crime Victims Board, and Office for the Prevention of Domestic Violence into the existing Division of Criminal Justice Services.

Paterson said Monday that his proposed budget may hike state spending by $2 billion or more.
