A man trying to illegally deal painkillers on the Upper East Side to customers recruited on Craigslist was instead kidnapped and viciously beaten by three thugs, authorities said.

The man had arranged to meet Michael Madden, 19, on Aug. 4 and showed up on East 61st Street at 7:20 p.m. for the rendezvous, court records say.

Madden was behind the wheel of a 1999 Jeep Grand Cherokee with two passengers, who dragged the victim into the SUV, pummeled him, and took his backpack and $170 in cash, authorities said.

The would-be drug dealer jumped out of the vehicle at a red light and escaped, cops said.

Madden, arrested on Sept. 5, is charged with robbery, kidnapping and assault. His alleged accomplices are in the wind.

A 21-year-old man was gunned down in Brownsville early yesterday, authorities said.

Qwamaine Moore was on Sheffield Avenue near Sutter Avenue at about 4:15 a.m. when someone shot him in the chest, police said.

He was rushed by ambulance to Brookdale Hospital, but didn’t make it, cops said.

There had been no arrest as of last night, and investigators were still searching for a motive.

The Bronx

Police are looking for two burglars who hit an apartment in Norwood, authorities said.

They broke into the building on Valentine Avenue at East 201st Street at about 8 a.m. Aug. 20 and fled with a computer and jewelry, cops said.

One suspect was described as about 5-foot-8 and 240 pounds and sporting tattoos on the left side of his neck and left forearm, police said.

The other was believed to be about 5-foot-6 and 130 pounds, the police added.

Cops are looking for a suspect in a cellphone-theft mugging spree that targets Bedford Park women, authorities said yesterday.

The crime wave began at 6:30 p.m. Aug. 27 when the creep snatched a 24-year-old woman’s phone, police said.

He went on to mug six more women in less than three weeks, police said.

In the latest attack, last Thursday at 6:45 p.m., the punk victimized a 27-year-old woman.

In each incident, the mugger approached from behind, grabbed the woman and wrenched away the phone, cops said.

He was described as in his early 20s and about 6-feet tall and 150 pounds.

A purse snatcher didn’t get far from the scene of the crime in Rossville before finding himself handcuffed, authorities said.

Kelli O’Halloran, 43, was spotted grabbing a purse from a woman’s car at 12:15 p.m. last Tuesday on Jefferson Boulevard near Vespa Avenue, court records say.

When the woman confronted him and tried to retrieve her pocketbook, O’Halloran knocked her to the ground and ran away, according to the documents.

He was arrested a short time later and charged with robbery, grand larceny and criminal possession of stolen property, said a spokesman for DA Dan Donovan.

O’Halloran, who pleaded guilty in 2010 to attempted petit larceny, is being held in lieu of $5,000 bail.

A drug dealer was arrested in Rossville, and a search of his vehicle turned up a stash of ecstasy, authorities said.

Officers spotted Vincent Cassino, 27, in a parked car on the corner of Winant Avenue and Kramer Avenue at 12:15 a.m. last Wednesday, court documents say.

They recovered 67 amphetamine pills from inside the car and one oxycodone pill from inside Cassino’s pockets, according to the records.

He was charged with criminal possession of a controlled substance with intent to sell, according to the court documents.

A burglar was busted trying to steal a ton of coins from a relative’s basement in Mariners Harbor, authorities said.

Paul Jamrogiewicz, 50, was violating an order of protection when he broke into the house on Maple Parkway near Walloon Street just after 9 a.m. last Tuesday, court records claim.

He was seen lugging three large containers of loose change and a purse filled with coins from the homeowner’s basement, authorities said.

Arrested less than an hour later, Jamrogiewicz was slapped with charges of burglary, petit larceny, criminal possession of stolen property and criminal contempt, the records show.
