The city can’t keep up with demand for the new municipal IDs, with both its 311 line and sign-up Web site coming to a screeching halt after being flooded by applicants.
Both systems were on the skids Wednesday — a day after the city gave up on a first-come, first-serve approach that led to lengthy lines and endless waits.
