Gov. Cuomo says Western New York is latest region cleared to reopen
Western New York is cleared to begin its coronavirus comeback, Gov. Andrew Cuomo said Monday, as he announced the addition of two outside experts to the state’s advisory panel on the contagion.
As of the Monday press briefing, the region had technically only met six of the seven statistical metrics for reopening — measuring hospital admissions, deaths, available beds and testing capacity — but was poised to have enough contact tracers to clear the seventh hurdle by Tuesday.
“That means all the metrics will be hit and Western New York will open tomorrow,” Cuomo told reporters in Buffalo, NY, within the region. “It’s been a long, painful period, but we start to reopen tomorrow.”
Western New York will become the sixth of the state’s 10 economic regions cleared to ease back into normalcy, joining Central New York, the Finger Lakes, the Mohawk Valley, the North Country and the Southern Tier, all of which were cleared last week.
Those regions can start by bringing back online low-risk businesses such as construction, manufacturing, landscaping and curbside pick-up retail, as well as some equally safe leisure venues like tennis courts and drive-in movie theaters.
They can eventually be cleared to restart other phases of life, provided that the metrics don’t indicate a resurgence of the coronavirus.
The Capital Region is the next-closest to reopening, having met six of the seven criteria, also lacking only enough contact tracing capacity.
Of the three remaining regions, Long Island has ticked five of the seven boxes, the Mid-Hudson region four, and New York City just three.
Meanwhile Monday, Cuomo announced the addition of two new experts to New York’s cadre of advisers on the coronavirus and reopening: Dr. Michael Osterholm, director of the Center for Infectious Disease Research and Policy at the University of Minnesota, and Dr. Samir Bhatt, a senior lecturer at Imperial College London.
“I want to make sure we have people reviewing and then reviewing the reviewers,” said Cuomo. “As many opinions of experts that we can get are the best path forward.”
Bhatt, who specializes in geostatistics, has also pitched in indirectly by helping to craft the Imperial College model, which Cuomo praised as “the best, most accurate model” of the coronavirus’ spread.
“I think your state has already shown what can be achieved when policies are driven by science,” said Bhatt, joining the press briefing via video call. “You in New York have successfully contained the virus for now, but New York is not out of the woods yet.
“We are really eager to work with New York, as they’re approaching this crisis from a scientific perspective driven by data.”
