What Phase 2 reopening means for New York City come June 22

New York City will come even more back to life on Monday as it crosses into Phase Two of reopening from its coronavirus-triggered shutdown.

“Get on your mark, get set, cause here we go — on Monday, we’ll be ready to take a big step forward for our city,” Mayor Bill de Blasio said during his daily City Hall press briefing Thursday as he made the announcement that the city will enter Phase Two on June 22.

Under Phase Two of the state’s four-phase reopening plan, restaurants and bars can open for outdoor dining — and office spaces, real estate services, in-store retail, barbershops and hair salons, car dealerships and houses of worship can also all open at limited capacity.

City playgrounds will also reopen under the Phase Two of the plan.

The mayor said that “a lot of us have been waiting” for those shuttered industries to reopen “for a long time.”

A minimum of 150,000 Big Apple employees and as many as 300,000 will return to work in Phase Two, de Blasio said.

“Phase Two is going to mean a lot more people coming back to work,” said Hizzoner. “Phase Two is going to mean a huge step for our economy.”

Up until this point, de Blasio did not commit to a date for the city moving into Phase Two, even though Gov. Andrew Cuomo said Wednesday that the Big Apple is on track to pass into the second phase on Monday.

When asked how de Blasio came to the decision, he told reporters: “It’s been a back and forth with the governor and his team now over the last week or more and I really believe a high degree of unity on the fact that we want to get to Phase Two as quickly as possible.”

“Phase Two is the really big reopening. It’s a huge step,” said de Blasio, who warned, “If there’s a problem, we’ll see initial indications within days.”

The city’s three COVID-19 indicators “really speak volumes,” the mayor said, adding, “They’ve been really, really consistent.”

“But it will depend on the actions of everyone to keep it that way,” he said.

The number of people admitted to Big Apple hospitals was at 59 – well below the threshold of 200, according to the latest data, which has a two-day reporting lag.

The percentage of people tested citywide who are positive for COVID-19 was at 2 percent, also below the 15 percent threshold.

And those in intensive care units for the bug across the city’s public hospital system was at 320 – under the goal threshold of 375.

“Congratulations to all. Let’s keep it that way,” de Blasio said of the stats.
