CIA ‘predator’ who sexually abused unconscious women across multiple countries — keeping 500 pics and videos of horrid acts — sentenced to 30 years in jail
A disgraced CIA officer who drugged and sexually abused “numerous women in multiple countries” over 14 years and was found with over 500 disturbing images and videos of his victims was sentenced to three decades behind bars.
Brian Jeffrey Raymond, 48, was slapped with a 30-year sentence on Wednesday after pleading guilty in November 2023 to four of 25 counts, including sexual abuse, abusive sexual contact, coercion and enticement, and transportation of obscene material, according to the Department of Justice.
He also admitted to “drugging and then creating obscene material depicting 28 women without their knowledge or permission and drugging two other women,” with some images depicting the “predator” groping and straddling his nude, unconscious victims.
“It’s safe to say he’s a sexual predator,” US Senior Judge Colleen Kollar-Kotelly said during his sentencing. “You are going to have a period of time to think about this.”
Kollar-Kotelly slammed Raymond for “his criminal acts” and said he “betrayed his government and his country.”
Raymond, a San Diego native, served over 20 years in the CIA after completing White House and congressional internships.
According to court documents, Raymond was on assignment with the CIA in Mexico, Peru and “elsewhere” between 2006 and 2020. The nature of his work was not disclosed during the investigation, which would include a full list of the countries where he assaulted women.
He targeted women on dating apps or through casual encounters — while knowing some of his victims for nearly 20 years as “platonic friends.”
During this period, the convicted sexual predator lured “unsuspecting women to his government-leased housing and drugged them,” US Attorney Matthew M. Graves said during his sentencing.
“After drugging these women, he stripped, sexually abused, and photographed them,” Graves added.
About a dozen of Raymond’s victims, identified only by numbers in court, recounted the horrific damage the ex-CIA officer had caused in their lives during sentencing.
Some of the women revealed they only learned of being sexually assaulted after the FBI showed them the photos of them unconscious and being attacked, according to the DOJ.
“My body looks like a corpse on his bed,” one victim told the court. “Now I have these nightmares of seeing myself dead.”

Another of his victims said she’d had a recurring trance that caused her to run red lights while driving, with others revealing they’ve suffered nervous breakdowns over Raymond taking advantage of them.
“I hope he is haunted by the consequences of his actions for the rest of his life,” one of his victims said while staring down the sexual predator in court.
Another of Raymond’s victims said he appeared to be the “perfect gentleman” when she met him in Mexico in 2020.
She recalled kissing Raymond but soon after blacked out — only later discovering that he recorded 35 videos and close-up photos of her breasts and genitals.
Raymond’s disturbing crimes first came to light in May 2020, after Mexico City police responded to calls about a naked woman screaming for help from the balcony of a CIA officer’s apartment.
The ex-CIA officer, who speaks Spanish and Mandarin, told officers the situation with the woman was consensual, but the next day, he returned to the US as the COVID-19 pandemic lockdown began ramping up.
However, during this time, investigators were hot on his trail and obtained a warrant to search his phones.
Raymond then “attempted to delete the explicit photographs and videos depicting the victims after learning about the criminal investigation,” but investigators were able to recover the over 500 images and videos of his crimes, according to court documents.
Investigators also found an incriminating online search history for phrases such as “Ambien and alcohol and pass out” and “vodka & valium” while combing through his devices.
He was arrested in San Diego in October 2020 and was held without bail in a DC jail for the past four years.
During his sentencing hearing Wednesday, the former government worker apologized to his victims and said he took “full responsibility for my unconscionable actions.”
“It betrayed everything I stand for and I know no apology will ever be enough,” Raymond told the court. “There are no words to describe how sorry I am. That’s not who I am and yet it’s who I became.”
As part of his sentence, Raymond has been ordered to pay $10,000 to each of his 28 identified victims and will be required to register as a sex offender.
The CIA has publicly condemned its former employee’s horrific crimes.
“There is absolutely no excuse for Mr. Raymond’s reprehensible, appalling behavior,” the agency said Wednesday. “As this case shows, we are committed to engaging with law enforcement.”
